Rules for the 2010 Medina Invitational Soccer Tournament
1. Divisions • Premier Competitors Bracket (for Premier and top level travel teams) • Classic A Bracket (for Division A and Division 1 travel teams) • Classic B Bracket (for Division B, Division 2 and lower level travel teams) • Recreational Bracket Tournament officials reserve the right to combine classifications and age groups should the number of teams entered require such action. Every effort will be made to insure fairness of competition and coaches/teams affected will be notified of any changes. 2. Eligibility (all FIFA rules apply except as shown) Players are eligible for the following age groups: • Under 8 - Born on 8/1/2001 or after • Under 9 - Born on 8/1/2000 or after • Under 10 - Born on 8/1/1999 or after • Under 11 - Born on 8/1/1998 or after • Under 12 - Born on 8/1/1997 or after • Under 13 - Born on 8/1/1996 or after • Under 14 - Born on 8/1/1995 or after • Players may only be rostered on one team per age division. • No player may participate in both the recreational and any travel division of the tournament. • Up to 18 players may be rostered on any team ages U13, and U14. • Up to 14 players may be rostered on any team ages U11 and U12. • Up to 12 players may be rostered on any team ages U9 and U10. • Up to 10 players may be rostered on any team age U8. • Guest Players 1. A maximum of 3 guest players are permitted on each travel or premier team. NO EXCEPTIONS. 2. Guest players must be from the same national USSF organization as the team requesting the guest players. 3. Guest players for OYSAN teams must be from OYSAN or have out-of-state permission to play from OYSAN. The appropriate paperwork must be completed and presented at team check-in or the guest player in question will not be permitted to participate in the tournament. NO EXCEPTIONS. 3. Team Check-In Registration and Procedures • All teams must be checked in by tournament personnel as directed in communications received by the participating team coach/manager, from the tournament committee. • All documentation must be presented as follows: 1. MIST Roster-Waiver Form – Completed and signed by coaches and player parents – Two copies. 2. Player Passes (travel, classic, & premier teams), or Birth Certificates (recreational teams) for every player. 3. Team Home League Spring Roster – One copy. 4. Medical Release Forms must be completed for every player. All forms must be signed by both coach and parents. Forms are to be carried by team coach/manager/representative and must be available at the field for each and every game. 5. Out-of-State Travel Permits for teams and/or guest players where required by OYSAN and/or when required by the participating team’s home organization. • Full payment of tournament fees must be received by the tournament committee prior to Team Check-In or the team will not be permitted to participate in the tournament. • All documentation must be presented at Team Check-In as required or the team will not be permitted to participate in the tournament. 4. Non-US Youth Soccer State Association Teams and Players • No more than 20% of the teams participating in this tournament can come from non-US Youth Soccer affiliations. • Teams not affiliated with a US Youth Soccer State Association must comply with the following guidelines and provide the necessary documentation as noted below: 1. Team must provide proof of insurance from their member organization. 2. Team must provide permission to participate/travel form from their member organization. 3. Team must provide a notarized statement from their member organization testifying as to the level of play the team participated in during the current soccer year. 4. Team must provide a valid team roster at tournament registration and the roster cannot change during the course of the tournament. 5. If guest players are used, the team’s tournament roster must be validated by its league registrar. 6. All players must have laminated player passes with player picture and date of birth. 7. All players must have notarized medical release forms. The medical release forms MUST be presented at team registration prior to the start of the tournament. 8. THERE CAN BE NO EXCEPTIONS TO THE ABOVE STATED GUIDELINES. 5. Uniform Rule • All teams must provide an alternate jersey. In the event of conflict of jersey colors, the first team listed on the schedule (home team) will change uniforms. • All players must have uniforms with individual numbers listed on the shirt (no two uniforms may have the same number). • All players are to wear shin guards with socks pulled up over the shin guards. • Players’ shirts are to be tucked in to their shorts. • No sweat pants or warm ups are to be worn under soccer shorts during the game. • No metal cleats are permitted. • All equipment is subject to approval of the referee. 6. Game Playing Time • U8 division games will be played in four quarters of 10 minutes each. • Divisions U9, U10, U11, and U12 will play two halves of 25 minutes each. • Divisions U13 and U14 will play two halves of 30 minutes each. • Final round games, at the discretion of the referee, may be shortened due to time constraints. 7. Substitutions – International Rules (FIFA) will be in effect with the following exceptions • Substitutions may only be made with the referee’s permission and are to enter the game at the center line on the bench side of the field: • The team in possession may substitute on its own throw-in. If the possessing team does decide to substitute, the opposition may also substitute at this time, providing the player(s) has/have already reported to the centerline and is/are ready to come in to the game. • Before a goal kick • After a goal by either team • At half time • Any time in case of an injury (one-for-one) • When a player is yellow carded (one-for-one) 8. Age Group Requirements/Adjustments 1. U8 - Size 4 ball; Game format, 5 v 5 2. U9 - Size 4 ball; Game format, 6 v 6 3. U10 - Size 4 ball; Game format, 6 v 6 4. U11 - Size 4 ball; Game format, 8 v 8 5. U12 - Size 4 ball; Game format, 8 v 8 6. U13 - Size 5 ball; Game format, 11 v 11 7. U14 - Size 5 ball; Game format, 11 v 11 9. Additional Rules • There are NO short corners. • U8 – U10 Divisions - No offsides will be called, unless it is blatant as determined by the referee. • U8 & U9 Travel Divisions – Teams will participate in the festival format (no playoff games, advancement seeding, no championship games). • Recreational Division o Slide tackling is not permitted in the recreational division. A verbal warning will be issued to both teams by the referee prior to the coin toss. o U8 - No direct kicks (including penalty kicks). o U8 - Goal kicks will be taken from the top of the penalty area. o U8 & U9 – All recreational teams will participate in the festival format (no playoff games, advancement seeding, and no championship games). 10. Awards • U8 & U9 divisions will receive participation awards only. No placement awards will be given. • First and second place team players will be presented individual awards in divisions age U10 and above. 11. Spectators • Fans will remain behind the spectator line on the side of the field opposite the benches/teams. Fans are not permitted to sit directly behind the goals. 12. Coaches • A maximum of 3 coaches will be allowed on the sideline with the team, opposite side of the pitch from the fans. • Coaches will be restricted to an area within 5 yards of the midfield line to the penalty area line (or the 18 yard line). • Coaching will not be permitted from the spectator side of the field, or from behind the goals. 13. Referees and Referee Decisions • This tournament will use certified officials for all matches (USSF Rule 3040). The Tournament Committee and Referee Assignor will make every effort to use a three-man system of officiating at all games except in the U8 – U10 divisions, where Referee Assignor will attempt to assign recreational referees to Assistant Referee positions. • In accordance with FIFA: There shall be no dissent between players and/or coaches and the referee. Questioning a referee is considered dissent. All coaches are urged to solicit the support of their fans in monitoring this policy. • In accordance with FIFA and USSF: Players, coaches, and fans will receive verbal warnings, yellow cards, and red cards at the discretion of the referee. • There will be no protests of referee decisions. 14. Disciplinary Action and Ejection • Any player, coach, or assistant coach receiving a red card will be suspended for the current game and will not be permitted to participate in the next scheduled game. Suspension from additional games will be contingent upon review of the violation, by the Tournament Committee, after receipt of the referee report. A second red card will result in the player or coach being suspended for the remainder of the tournament. • Any spectator receiving a red card will be suspended for the current game and the tournament directors will decide further disciplinary action which may include further game suspensions. • Anyone found using any alcoholic beverages or illegal drugs will be expelled from the tournament. • Any player or spectator who destroys or steals property will be expelled from the tournament. • The State Association (OYSAN) and the Medina Soccer Association (as the tournament host) shall have the responsibility for imposing, should circumstances warrant, additional penalties within their respective jurisdictions with regard to any matters arising from the tournament or games. 15. Blood Rule • Any player who is bleeding and/or has blood on any part of their uniform will be sent off the field by the referee. A player substitution can be made. The bleeding player may return to the game after the bleeding has stopped and/or a bandage applied. The affected uniform must be changed or cleaned before the player returns to the field of play. 16. Game Clock/Late Games • The game clock runs continuously and will not be stopped for injuries unless paramedics are required OR the referee determines that the injuries are being used as a delay tactic. • Not more than 10 minutes will be added to the clock. • In the event that games are running late: 1. There will be no warm-up activity on the field of play. 2. The game will start immediately following the coin toss. 3. Tournament Director reserves the right to shorten the length of the game by up to 50% after the notification of both coaches. 17. Division Standings for U10 thru U14 will be determined by the following criteria • Points will be awarded as follows: 3 points for a win 1 point for a tie 0 points for a loss • In the event of a tie in the point standings, the following sequence will be used: 1. Results of head-to-head play between the teams. (Skip this rule if more than two teams are tied.) 2. Most games won. 3. Total net score of tournament games. Net Score = goals scored less goals scored against. A maximum differential of four goals per game will count for this purpose. 4. Least number of goals allowed. 5. Total goals scored (maximum 4 goals per game). 6. Penalty kick elimination. a. Times and locations will be determined by the Tournament Director. b. Each coach will choose 11 players to kick, including the goalkeeper. c. Five players shall shoot, alternating teams. d. If the score is tied after the first five kicks, then the remaining six players shall shoot, alternating teams until there is one unmatched goal between the two opposing teams. e. No player shall kick twice before each player has kicked once. f. In the event that the teams remain tied, coaches may select any five players to continue in a sudden death shoot out. 18. Championship Game Tie • In the event of a tie at the end of a championship game – age U10 and above - winners will be determined as follows: 1. One 5-minute sudden death overtime period will be played (first goal wins). 2. If the game is still tied after the overtime period, penalty kick elimination will be played as stated in rule number 16, item 6b – 6f. Only the players that are on the field at the end of the overtime period are eligible for the penalty kicks. 19. Forfeits • A team failing to field 7 players (5 for U8 and U10) at the scheduled game starting time shall forfeit the game. • A team that fields an ineligible player shall forfeit all tournament games. o An ineligible player may be one who is carded in a travel, classic, or premier league and is playing in the recreational division. o There will be no refunds for teams that have ineligible players. 20. Weather • Only the tournament directors have the authority to postpone, shorten, or cancel a game due to inclement weather. The safety of players and spectators is the top priority. • In the event that a game is stopped because of lightning or severe weather, teams shall take cover but remain at the tournament site for the duration of the scheduled game. If this occurs, the tournament directors have the final decision in all matches that have not gone to full completion. 1. If a match is cancelled due to weather, the score at the time of the cancellation will be recorded if one half of the game has been played. 2. Games in progress but not with one half of the game completed will be recorded as a 0 – 0 tie if the match must be cancelled. 3. The tournament directors reserve the right to make whatever adjustments may be necessary in game length to proceed with the tournament schedule following any delays due to inclement weather. • If weather conditions or the state of the fields make it impossible to carry out the tournament to its full extent, it is up to the organizers to make the necessary decisions concerning the rearrangement or cancellation of games for any reason. Fees are non-refundable if games or the tournament are cancelled for any reason. 21. Protest Procedure • No protests will be heard. • There will be no protests of referee decisions. All referee decisions are final. 22. Tournament/Division Cancellation – Refund Policy • If the tournament is cancelled or a division is cancelled, each team affected will receive a refund of the registration fee. • There will be No refunds for teams that decide to drop out of the tournament after the tournament registration deadline. • No refund will be made in the event of cancellation or shortening of any matches due to inclement weather or other conditions beyond the control of the tournament directors.
